Małopolska Cooperation Forum and One Stop Shop

On 14.12.2023 SPCleantech participated in a workshop organized by Stowarzyszenie Gmin i Powiatów Małopolski for an Interreg BSR (Baltic Sea Region) project RenoWave – One-Stop-Shop (OSS) Extended Model to increase the Multi-Apartment Building Renovation in the BSR). SPCleantech is responsible for creation of Malopolska Cooperation Forum with the One Stop Shop for the Consortium of 11 partners in the project. This is the first One Stop Shop in Poland.

The project RenoWave establishes cooperation among homeowners, construction companies, energy agencies and public authorities to initiate more energy-efficiency renovations in multi-apartment buildings. 

In the EU, there is a huge energy efficiency (EE) potential in the residential multi-apartment building stock. 1/3 of the EU’s buildings are over 50 years old with only very few (ca. 1%) being renovated each year. These buildings are not, in general, professionally managed. The renovation decision is complicated due to multiple apartment owners, insufficient information on the current energy profile and potential benefits of the renovation.

The concept of EE renovation support exists in a form of one-stop-shop (OSS), which is a physical place where building owners can find all information and services they need to implement an ambitious global energy renovation project. Project partners identified that in their countries OSS as a complete system rarely exists, but different services that belong to the OSS are offered in a fragmented way. It means that the flow of OSS services that would otherwise engage and support the homeowner step by step from the start to the end of the process, is not provided according to the logic of the renovation journey, and the homeowner either stops in the middle of the journey or finds it difficult to even start it.

The project develops One-Stop-Shop (OSS) extended model specifically designed for the multi-apartment buildings in BSR countries. The OSS model includes traditional and additional OSS services that cover all the steps that are necessary to initiate and implement EE renovation projects in multi-apartment buildings.

The basic idea of the Collaboration forum is very simple. The aim is to facilitate cooperation between multifamily apartments and bring together the decision makers (i.e board chairmen and board members) of HOMABs (=Home-Owned-Multi-Apartment-Buildings) in the city / region / own distric / neighborhood. The main purpose is to establish and enable framework for a collaboration forum, which becomes a regular meeting place where all types of housing associations can promote their energy efficiency. All members participate the forum activities voluntary and the forum has no official or legal status. The collaboration forum is a rewarding meeting place, especially when the members have similar renovation & energy efficiency & renewable energy needs and targets.

In Poland there is no currently existing collaboration between HOMABs. There exist HOMABs associations, but they don’t cooperative between each other at the moment. There are plans, how collaboration forum will be established in cooperation with local media and advisory group for the renewable energy and energy conservation sector. Target is to organize the kick-off of forum at the big local event starting from 2024, where a separate panel for HOMABS will introduce the idea of the forum.
